1964 to 1969 Studies in economics and law in Kiel and Tuebingendegree in law

1970 to 1971 Research assistant at the University of Regensburg for legal philosophy and jurimetrics (Rechtsinformatik)

1972 to 1974 Lecturer at the University of Hamburg for public law and constitutional law;:

second degree in law

1974 to 1977 Senior lecturer at the University of Hamburg, Department of Computer Science; head of an interdisciplinary research group on social problems of computing

1976 PhD in law: Parliament and Information [Munich, Vienna: Oldenbourg 1976]

1977 to 1984 Civil servant with the German Data Protection Commissioner in Bonn

Since 1984 Full Professor for computers and society, data protection, information law and applications of computer science in public administration at the Technical University of Berlin, Department of Computer Science

Since 1992 Chairperson of the German Society for Law and Computer Science [Deutsche Gesellschaft für Recht und Informatik]

Since 1995 Lecturer for the Action Jean Monnet/Commission of the European Union Brussels,
