From 1999 spanish responsible of the "European Universities Legal Informatics Study Programme", EULISP

From 1984 responsible of researches and advice for Public Administrations, Judicial Power and Industry on "Law and Computers". Most important topics: "Legal databases and Artificial Intelligence" (1984-1994), "Computers, Communications and Public Administrations" (1994-96), "Regulation of digital signature" (from 1997).

Joint researches in 1992-93 with the University of Linz (Austria) and in 1995-96 with the Queen´s University of Belfast (North Ireland).

Between 1997 and 1998 responsible of the project AEQUITAS: "Study of the legality of encrypted electronic messages, signed by digital signature and certificated by a third trusted party (TTP) as proof of evidence in criminal litigation", call INFOSEC 1996, DG XIII - European Union.

From 1999 participant in the project EMERITUS, call TEN-TELECOM 1998 from the European Union DG XIII. Participants in the project are: the Federation for the Electronic-commerce of the British Industry on Electronics (UK), the European Association of Electronic Messagering (B) and the Foundation for the Study of the Security of Telecommunications (FESTE) (E)

Legal adviser (from 1997) on the activities of the providers of certification services SISCER, AD AEQUITATEM and FESTE

Author, editor and co-editor of 8 books, 47 chapters of books, 32 journals articles and 17 recensions and news.

Vice President of the "Association for the Promotion of the Information Technologies and the Electronic Commerce" (APTICE). APTICE is a non profit association that has as principal object the creation of a Stamp of Guarantee of the Electronic Commerce (AGACE). Founders of APTICE are Telecommunications industries, Banks, Portals and Government. APTICE was created in April 2000
